• In 2020 and 2021, Congress passed three stimulus bills that provided nearly $190.5 billion to the Elementary and Secondary School Emergency Relief (ESSER) Fund. States receive funds based on the same proportion that each state receives under the Elementary and Secondary Education Act (ESEA) Title-IA. The purpose of the American Rescue Plan (ARP) Act Elementary and Secondary School Emergency Relief (ESSER) III Fund is to help safely reopen and sustain the safe operation of schools and address the impacts of COVID-19 on the nation’s students by addressing students’ academic, social, emotional, and mental health needs. Below is the RMA Plan for Safe Return to In-Person Instruction and Continuity of Services, ESSER III Use of Funds Expenditure Plan, and the ESSER Translation Procedure. Providing the 2021-2022 Translation Procedure ensures parents who speak languages other than English are provided the plans in an understandable and uniform format and, to the extent practicable, and written in a language that parents can understand.
     
     
     
     

    Each district or charter school that receives Elementary and Secondary School Emergency Relief III (ESSER III) funds must develop and make publicly available a plan for the use of ESSER III funds as well as a plan for the safe return to in-person instruction and continuity of services. The ESSER III Use of Funds Plan July 2023  describes how the district or charter school will use the funds to address the academic impact of lost instructional time through the implementation of evidence-based interventions to respond to the academic, social, emotional, and mental health needs of all students, and particularly those students disproportionately impacted by the COVID–19 pandemic.

    The Return to School Plan 2023-2024 English  must describe how the district or charter will implement prevention and mitigation strategies that are, to the greatest extent practicable, consistent with the most recent CDC guidance on reopening schools, in order to continuously and safely open and operate schools for in-person learning. Additionally, the 2022-2023 Translation Procedure must ensure parents who speak languages other than English are provided the plans in an understandable and uniform format and, to the extent practicable, written in a language that parents can understand.
